Why Both Tucson and Arizona Minimum Wages Are Rising

Arizona's floor is set by the voter-approved Fair Wages and Healthy Families Act, which adjusts each year by the change in consumer prices, and federal data released in September showed prices up about 3.4% over the past year. On a $15.15 base that works out to a little over 51 cents, and the law rounds to the nearest nickel, so the raise is 50 cents. The Industrial Commission of Arizona has already posted its 2027 notice at $15.65 an hour.

Tucson has its own ordinance, the Tucson Minimum Wage Act, which reached $15.00 in 2025 and now adjusts for inflation each year as well. Applying the same 3.4% to the city's $15.45 rate comes to about 52.5 cents, which rounds to 55 cents, putting the 2027 rate at $16.00. That figure comes from Arizona Daily Star and AZPM reporting; the City's Tucson Minimum Wage Act page still showed the 2026 rate when we checked.

Not everyone is cheering. Business groups call it one more cost to absorb, while worker advocates say wages have to keep up with the cost of living. Asked how restaurants will cope, Steve Chucri of the Arizona Restaurant Association put it simply: "We're managing it."

The City Line: Same Job, Different Floor

The city rate applies only to work performed inside Tucson city limits, and a Tucson mailing address doesn't settle it. Big stretches of the metro area are outside the city and pay the Arizona rate instead:

  • Unincorporated Pima County, including the Catalina Foothills, Casas Adobes, Tanque Verde and much of the northwest side
  • Marana, including the Tucson Premium Outlets area off I-10
  • Oro Valley and Sahuarita
  • South Tucson, its own city even though Tucson surrounds it

In 2027 the same cashier shift pays a floor of $16.00 inside the city and $15.65 a short drive away. Over a full-time year of about 2,080 hours, that 35-cent gap adds up to roughly $728 before taxes. We covered how this plays out in the suburbs in Working in Marana and Oro Valley, and the 2026 numbers are in our 2026 minimum wage article.

Who's Covered, and the Tucson Rules Most People Miss

The Tucson ordinance covers full-time, part-time and temporary workers who put in at least five hours per pay cycle inside the city. State, federal and tribal government employees aren't covered by the city rate.

The city ordinance also sets rules beyond the pay floor:

  • Short-shift pay. Employers averaging 26 or more employees must pay at least three hours of minimum wage in certain short-shift or late-cancellation situations.
  • No forced pay cards. An employer can't require you to take wages on a pay card or reloadable debit card that needs a Social Security number.
  • Deductions can't drop you below the floor, whether for employer-provided meals or for damaged, lost or spoiled goods.
  • Retaliation is prohibited. A firing or schedule cut within 90 days of asserting your rights is presumed to be retaliation unless the employer proves otherwise.

What It Means for Tucson Job Seekers

The minimum is a floor, not the going rate. Recent Tucson hiring we've covered posted entry pay above it, from $16.50 caregiver jobs to $19.39 Sun Van driver jobs, and the posted range usually matters more than the legal minimum. Still, the floor is your baseline when a listing says "competitive pay" and nothing else. The jobs closest to the line are the ones where the January bump shows up first:

Comparing two offers? Check where each job is, not just the hourly number. A $16.00 offer in Oro Valley is 35 cents above that town's floor; the same $16.00 inside the city is exactly the minimum. And if you start a job this fall at the current minimum, your rate should rise for hours worked on or after January 1.

If your January pay comes up short, the FAQ below lists who takes complaints. Seasonal hiring is in full swing, so the new floor will touch a lot of first paychecks. See who's staffing up in our Tucson holiday jobs roundup, and catch upcoming hiring events on the Tucson job fairs page.
